چکیده مقاله:
این مقاله به تشریح نقش بازیگران طراحی نهادهای مبنایی حق مالکیت اختصاص دارد. در واقع نورث و سایرین (۲۰۰۹) و نورث و سایرین (۲۰۱۲) زیربنای درک ساختار گشایش دسترسی به حق مالکیت در برخی از کشورها را ایجاد کرده اند. اما آنها این گشایش را نه یک قاعده، بلکه استثنایی در تمامی جوامع انسانی برشمرده اند. در این مقاله، با ارایه براهینی درباره نقش آفرینی بازیگران طراح نهادی که در بلندمدت به طراحی نهادها و رقابت برای اختصاصی سازی حق مالکیت برای گروه همسود خود گرایش دارند، نشان داده می شود که تحلیل پویاشناسی چنین بازیهایی، برای درک وابستگی به مسیر قفل شدگی گشایش دسترسی به حق مالکیت در چنبره نظم طبیعی، حیاتی است. بنابراین، بر اساس عوامل متفاوت موثر بر حالت دسترسی به حق مالکیت که ابرریسمان حق مالکیت نام دارد، روی تاریخ ایران و نقش گروههای طراح نهادی، تمرکز شده است. ابرریسمان حق مالکیت شامل سازه¬های ذهنی یا گرایشهای فرهنگی، زورگرویی و حکمرانی است. نخبگان، نظامیان و سازمانهای مردم نهاد، اعضای بازی طراحی نهادی هستند. طبق نتایج این مطالعه، وزن کنشهای نظامیان روی دسترسی به حق مالکیت، از دیگر بازیگران طراحی نهادی جامعه آماری، بزرگتر است.

:Abstract
This paper tries to account for players’ role in designing institutional basisof property rights. Indeed, North, et al (2009), and North, et al (2012) laidthe groundwork for understanding the structure of opening access to propertyrights in some countries. However, they called this opening as an exception,rather than a rule, for all human societies. Arguing for the role ofinstitutional players who design institutions for long-term as well as acompetition among them to make access to property rights exclusive for theirinterest group, this paper suggests that analysing the dynamics of such gamesis crucial for understanding the path-dependencies for which the opening accessis locked in natural state. So, based on the different factors affecting thestate of the access to property rights, called super-string of property rights,this paper focuses on Iranian history and the role of institutional designergroups, called institutional players, to derive the dynamics of historical pathof the access to property rights in Iranian society. Super-string of propertyrights encompasses mental structures or cultural attitudes, violence, andgovernance. Elites, militarists, and Non-governmental organizations, are the members of institutional designing game. The study suggests that the weight ofmilitarists’ actions effects on access to property rights is the greatest onein the universe of institutional players.
